Anyone arriving in Portugal to work and build a life hears three acronyms in the first few days: NIF, NISS and SNS. They are the foundation of almost everything — working, opening a bank account, paying contributions, seeing a doctor. This guide explains what each one is and how to obtain them without unnecessary detours.
NIF: your tax number
The Tax Identification Number (NIF) is issued by the Tax Authority and lets you work, open a bank account, rent a home and meet your tax obligations. In practice, it is the first document to sort out.
- Resident in Portugal: requested with your home-country civil ID or passport and your residence permit.
- Not yet resident: you can still obtain a NIF, but you need to appoint a tax representative resident in Portugal.
NISS: your Social Security number
The Social Security Identification Number (NISS) gives access to social rights and support and is used to meet your contribution duties. It can be requested in two ways:
- By yourself, through the form on the Social Security portal (the "Sou Cidadão" menu);
- By your employer, at the point of hiring.
When applying, a foreign citizen generally presents three types of document: identification, proof of employment situation, and proof of the residence permit.
SNS: your health service user number
The National Health Service (SNS) user number lets you register at a health centre, have a family doctor and access public healthcare. It matters especially for families with children.
Can it all be done at once?
Yes. Foreign nationals with an address in Portugal can request the NIF, NISS and SNS user number in a single step. Bringing the right documents from the start avoids repeat visits and speeds up the whole integration process.
Order matters: no NIF means no work and no bank account; no NISS means your contributions are not properly recorded. Sorting all three early saves weeks of bureaucracy.
Common mistakes to avoid
- Rental or employment contracts signed before obtaining a NIF;
- Identification documents past their validity at the time of the request;
- Delegating the request to someone else without proper authorisation or power of attorney.
